Decommission old Intel GPU bots

The old Intel GPU bots on chromium.gpu.fyi are not working well and need to be decommissioned. On Linux in particular the integrated GPU was never detected well by Intel's driver. The new hardware deployed in Issue 589891 is working well.

Decommission old Win and Linux Intel GPU bots.

These have been replaced with newer hardware which is running more
reliably.

The chromium.gpu.fyi waterfall's been restarted and these bots are no longer referenced.
