App name Tooltip is not shown for most of the apps in launcher

What steps will reproduce the problem?
(1) Open Launcher
(2) Click 'All Apps'
(3) Hover mouse over each of the apps.

What is the expected output?
Should display app name tooltip.

What do you see instead?
Tooltip is not displayed for most of the apps. 
Displayed only for few apps like Google Keep, Google Play Music, Dropbox etc

Issue seen on M50 Beta and M49 Stable versions as well.

Working as intended: a tooltip is only displayed if the app's short name is not equal to its long name. For example, "Play Movies" long name is "Google Play Movies & TV" so it has that as a tooltip. "Google Search" long name is "Google Search", so it has no tooltip.

Are there any examples of an app with a different long name to short name that doesn't have a tooltip? Assuming not, closing WAI.
