Add functionality to the CSSPreloadScanner to scan @font-face

Issue description

The preload scanner should be able to recognize fonts in @font-face.

These fonts are often not used in the page, so we should issue preconnects, not preloads. Additionally, they are often resident in cache, so we should check the cache first (PreconnectPreferringCache).

Reducing priority. It's unclear if the wins are worth the added complexity + waste of preconnecting unused fonts.
