Issue descriptionFor example, if the internalformat is RGB565, in WebGL2 we can specify the format/type to be RGB/UNSIGNED_BYTE and avoid client side pack, and allow the GPU to handle the conversion.

This is still relevant. It would be useful for uploading Image elements as well as ImageBitmaps which aren't texture-backed (though we do want to steer developers to use ImageBitmap from now on).
