Many texture upload combinations can avoid client side packing in WebGL2

Issue description

For example, if the internalformat is RGB565, in WebGL2 we can specify the format/type to be RGB/UNSIGNED_BYTE and avoid client side pack, and allow the GPU to handle the conversion.

This is true for more upload paths than just ImageBitmap; basically, for any of the texture format conversions that OpenGL ES 3.0 handles in the driver, the manual packing step can be skipped. For example, in ES 3.0, a texture with internal format RGB565 can have data specified in RGB / UNSIGNED_BYTE format. There are several combinations where the packing can simply be skipped. Adjusting the summary.

This is still relevant. It would be useful for uploading Image elements as well as ImageBitmaps which aren't texture-backed (though we do want to steer developers to use ImageBitmap from now on).
