Issue descriptionReported by vadimgo@ -- On today's canary build (51.0.2691.5), it's taking a really long time for the MR UI to appear - like 10-15s. Observed on a MacBook Air (2013). Intel Core i7, 8 GB RAM. This appears to be a new regression between Canary releases.

Hm, not reproing this on today's Canary so far on an Air: MacBook Air (2013); OSX 10.10.5; Intel Core i5; 4 GB RAM. I'll see if any of our other devices can repro.

I asked vadimgo@ for more details last week (e.g. grabbing some tracing and histogram data) but he's OOO for the next few days. Our performance tests aren't picking up any regressions on the Air with an i5 and less RAM. I'll update here again when we get more info.
