Please add NA to the drop down menu of Launch-Test Label

Issue description

What steps will reproduce the problem?
(1) For Launch issues like this issue 585223
(2) Would like to apply the label NA for the Launch-Test field.
(3) Monorail currently doesn't have NA for this Launch-Test field.

What is the expected output?

Please have the NA value added to the drop down menu of Launch-Test field

What do you see instead?

Unable to apply NA value upon needed.
I can apply uncommon label Launch-Test-NA to the bug for example given above.
But its confusing to have both Launch-Test-NA & Launch-Test-NotReviewed labels to the bug as Monorail doesn't allow us to remove this label Launch-Test-NotReviewed


Please provide any additional information.


 
This is a configuration change for chromium owners. I'm moving this issue to chromium.

Moved issue monorail:1120 to now be  issue chromium:599540 .

Launch Test now has NA option. Closing the issue as obsolete.
