Chrome user icon fails to display on Windows 10 with "small taskbar buttons"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; rv:45.0) Gecko/20100101 Firefox/45.0

Steps to reproduce the problem:
Create an entry in "People" on the chrome://settings/ page. 

Note that the icon is overlayed on top of the Chromeball in the Windows 10 taskbar, if the Windows 10 OS checkbox "Use small taskbar buttons" is disabled.

What is the expected behavior?
The Chrome user-specific icon should be used in place of the Chromeball. (Since the icon is small, ideally it should not be an overlay with small buttons, but rather a complete replacement of the Chromeball.)

What went wrong?
Enable the Windows 10 setting "Use small taskbar buttons" and the overlay vanishes.

There is one situation where the taskbar contains something other than the relatively useless Chromeball.  If a tabless popup window is opened, the taskbar gets the icon of the webpage favicon.ico.  This doesn't help me at all, sadly.

That isn’t possible anyway… Quoting from https://msdn.microsoft.com/en-us/library/windows/desktop/dd378460(v=vs.85).aspx#overlays : “To display an overlay icon, the taskbar must be in the default large icon mode”.

Last I checked, yes, this bug still existed. However I've switched almost entirely to Firefox, since it is a more responsive project that fixes bugs.
