Menu items labels are not readable

Issue description

Chrome Version: 49.0.2623.87

Environment: 
 OS: Windows 8
 theme: High contrast with dark background and light text

Steps To Reproduce:
(1) Set High contrast theme with dark background and light text
(2) Left click on menu button in the top right corner of the window
(3) or right click anywhere on page content

Expected Result:
Text is clearly readable on menu that appears

Actual Result:
Text and background are of the same color so it can't be read

How frequently does this problem reproduce? 
Always

What is the impact to the user, and is there a workaround? If so, what is
it?
When user hovers a mouse pointer over the menu item it's colors change and text become readable.

Please provide any additional information below. Attach a screen shot or
log if possible.

Screenshots are attached. In addition there is attached screenshot of notepad app in order to see how it works on native apps.

@semenoh: Could you please re-test the same on Google Chrome Stable Version - 49.0.2623.110 and let us know your observations.

Since, this issue is fixed in the Latest Stable Version - as per the issue - 596096
