Chrome Version: 51.0.2695.0 (Official Build) 723dfe66b1985ff2178590b15d1cc63911300737-refs/heads/master@{#384157} (32/64-bit)
OS: Windows 10(Touch device)

Steps:
1. Launch Chrome and navigate to chrome://tracing.
2. Click on ">>” (chevron) icon to open console text box. 
3. Type some text, hit 'Enter' key, now long tap/touch in empty space of console text box. 
4. Observe the text selection pin(i.e touch pointer)

Actual: Text selection pin appears weird on long tap/touch i.e two text selection pins is seen.

Expected: Text selection pin should be seen properly.

This is a regression issue broken in M-51, below is bisect info 

Good build: 51.0.2681.0
Bad build: 51.0.2682.0
