Remove extra space in left and right margins of MD downloads page |

Issue descriptionThe Material Design version of the downloads page gives the impression of having very low information content. The main cause is the extra wide margins along the left and right sides of the content, which squeeze the content into a narrow column in the middle of the page. See screenshot. The current design is appropriate for a small screen device but not so much for desktop. sgabriel@ states, "The download page design pre-dates a lot of the effort that Alan has been conducting on the settings side and some things might need to be changed to fit the vision better." Maybe the right thing is to move away from cards? The attached MD design makes more sense for the information being presented in the Downloads page. I'm happy to report we're looking to address this as soon as possible, and that I'd be happy to help guide a contributor into utilizing space more aggressively in this UI now if so desired. Note, though: basically all UI with lists of varying length text has this problem. Currently: every WebUI page (chrome://newtab, chrome://apps, chrome://history, chrome://extensions, the previous chrome://downloads), the tab strip, bookmarks bar, etc. Distributing space or allowing text to continue will never be something everybody agrees upon.

There are some other potential concerns with this UI. Is this a good bug to share them? (Examples include "icons could be much larger within the given space" or "having a separate "Show in finder" line instead of making this a text or icon button near the side of the card significantly lengthens the card -- maybe we can take more width rather than more height given most windows' aspect ratios".)
