Regression: On reloading error page, unnecessary dot is seen.

OS: All (Win 7-Aero enabled)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://.., reload the page and observe the page.

On reloading error page, unnecessary dot is seen.

On reloading error page, unnecessary dot should not be seen.
 
This is a Regression issue broken in M-50, below is the bisect info

Thanks for the bug report. 

The JS that is used to populate the page is slower to execute hence the list item dot showing. It's a visual bug that I will try to get fixed for M51.
