Regression: Items in the permissions listing do not transform into buttons on hovering the mouse.

Chrome Version       : 51.0.2695.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open any page with lock icon in the omnibox.(Ex:https://www.youtube.com/)
(2)Click on the lock icon and hover the mouse over the items in the permissions listing and observe.

What is the expected result?
On hovering the mouse, they should appear as buttons.

What happens instead?
Hovering the mouse pointer has no effect on the items in the permissions list.

This is a regression issue broken in M-51.

I can reproduce the problem, but reverting the change in https://codereview.chromium.org/1766493002 does not fix it.

Also, this bug has nothing to do with Certificate Transparency.
