What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and click on 'ADD TO CHROME' button.
(2) After added app, click on 'LAUNCH APP' and observe.

'Hangouts' app does not launch at every second click on 'LAUNCH APP' button .

'Hangouts' app should be launch at every click on 'LAUNCH APP' button.

This is a non-regression issue, seen from 'M-44' build version 44.0.2358.0
