Right/left border of block element not rendered

Issue description

Chrome Version       : 49.0.2623.87 m
URLs (if applicable) : http://codepen.io/anon/pen/XdaQQB/
Other browsers tested: 
     Safari: OK
    Firefox: OK
         IE: Unknown

What steps will reproduce the problem?
(1) Create any block element
(2) Set border-radius property for it
(3) Set variuos border for each of sides(different border-width will be enought)
(4) Set border-bottom-width(or border-top-width) to 0

What is the expected result?
All borders must be rendered properly

What happens instead?
Right(or left) border will not render

Please provide any additional information below. Attach a screenshot if
possible.

Able to reproduce the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.4 using chrome stable M49-49.0.2623.110. Observed the borders are not getting rendered properly in chrome.

This is a non-regression issue seen from past M35-35.0.1851.0, Hence marking it as untriaged
