[MaterialDesign] [Mac] Too much space between Omnibox and Chrome Menu icon is to see, when Extension icons are hidden

Project Member Reported by meh...@chromium.org, Mar 31 2016

Issue description

Version: Version 51.0.2695.0 canary (64-bit)
OS: OS X 10.11.4

What steps will reproduce the problem?
(1) Enable MD
(2) Install an extension
(3) Hide the Extension Toolbar icon, so that it will be placed in the Chrome Menu
(4) Take a look at the space between Omnibox and Chrome Menu icon and compare it with the space between Reload icon and the Omnibox.

What is the expected output? What do you see instead?
There is too much space between Omnibox and Chrome Menu icon. It will be aligned correct, when you open a new window. But as soon as you click on one hidden Extension icon in the Chrome Menu, to show/hide its Extensions menu in the toolbar, the larger space appears again.

Appears to be fixed after applying https://codereview.chromium.org/1870333002/. The distance on either side of the location bar is the same.
