perf try bots: split builders and testers

Issue description

Currently, perf tries happen on a single machine. It first builds, and then it runs tests. This is unlike the buildbots, which have separate builders and runners.

Now, compiling generally is more resource demanding, while running the tests is often more periphery demanding. It's also the case that once LTO is enabled on Linux by default, the builders will have to have at least 200 GB RAM, which is way more than is needed for testing.

This issue is to track the effort to split the builders and runners.

Dave,

any progress on this? We'll soon (possibly, this week) launch LTO on Linux, and that will effectively disable Perf Try bot there, as there's not enough RAM to build.

Issue 614877 has been merged into this issue.
This is a permanent fault until the bots are split or slaves are upgraded to have 200+ GB RAM (which is an option)
