perf try bots: split builders and testers |

Issue descriptionCurrently, perf tries happen on a single machine. It first builds, and then it runs tests. This is unlike the buildbots, which have separate builders and runners. Now, compiling generally is more resource demanding, while running the tests is often more periphery demanding. It's also the case that once LTO is enabled on Linux by default, the builders will have to have at least 200 GB RAM, which is way more than is needed for testing. This issue is to track the effort to split the builders and runners.

This is a permanent fault until the bots are split or slaves are upgraded to have 200+ GB RAM (which is an option)
