Add debug page to force uma "reporting country"

Issue description

Currently, UMA server tells Chrome which country it is in, and we cache that for the duration of a release.

For debugging/testing purposes, it'd be very nice to be able to override that without having to manually change prefs files (because mobile). 

Can we add a control to chrome://translate-internals to allow changing this?

Seems like a good place to add it. I can advise on how to integrate this with the Finch client country code tracking if someone volunteers to add the UI.

We'll have a Noogler rotating with us in a couple weeks and I think this might be a good project for them. Assigning to myself for now.

Ideally, let's make it a Polymerized page - worth chatting w/ dbeam & dpapad once your noogler appears.

The engineer will be with us only for a week (he's rotating through a few teams during his Noogler training in Montreal), so I'm not sure re-writing the page in Polymer should be in scope (i.e. not something someone new would be able to do in a week with a new team).

Ah well, it was worth asking :) (We've got quite a few debug pages without any specific styling, so it's not a huge problem. It just would've been nice)
