KeyError: 'pass_subsystems'

Issue description

This exception occurred on: https://uberchromegw.corp.google.com/i/chromeos/builders/master-paladin/builds/10645/steps/CommitQueueCompletion/logs/stdio

Sounds like an error in the subsystem-specific submission code. shuqianz@ could you take a look?

triage_lib: fix the KeyError error of the subsystem dict

Fix the KeyError exception of the subsystem dict by setting default
value when the key does not exist.

BUG= chromium:599303 
TEST=unittest and test locally.
