Cronet data reduction proxy code should use client config API |

Issue descriptionCurrently, the data reduction proxy (DRP) code in Cronet requires that a session key to be specified when enabling DRP (See enableDataReductionProxy function in CronetEngine.java). This code should be updated so that embedders can specify the API key, and DRP does the job of pulling the session key and the proxy config from the API server.

Unassigning the bug so somebody else can take it. Also, removing the component "Internals>Network>Library" so it is clear that this should be triaged in "Internals>Network>DataProxy" component.
