Users are confused that Chrome's synced bookmarks and bookmarks.google.com aren't the same

Issue description

Repro steps:
1: Install Chrome
2: Bookmark some stuff
3: Enable sync
4: Log into Chrome on another machine and verify that the bookmarks are synced

Expected:
The synced bookmarks should also appear in bookmarks.google.com and be available in takeout.

Actual:
bookmarks.google.com doesn't show these bookmarks

This causes a lot of confusion for our users who think (rightly) that they synced their bookmarks to Google. They don't know or care that Chrome's bookmarks and bookmarks.google.com are internally very different things. Our seams are showing.

Forum Top Contributors are having to explain this frequently. We should fix it.

I agree with this. Very confusing and mine doesn't sync at all.
