[Spring] hotplug hdmi external monitor cable cause external display not to display picture (Sometimes)

Issue description

Google Chrome : 50.0.2661.57 (Official Build) beta (64-bit)
Platform : 7978.36.0 (Official Build) beta-channel

What steps will reproduce the problem?
(1) Sign in with hdmi external monitor connected via orange adapter + power  
(2) Unplug 
(3) Replug 

What is the expected output?
External monitor should come up after plugging external monitor cable 

What do you see instead?
External monitor does not come up after plugging external monitor cable

Helen, do you get the notification after plugging back?
Status: WontFix (was: Untriaged)
#1. It depends. If unplug/plug hdmi cable from/to adapter by leaving adapter still on the device, there is no notification. If unplug/plug orange adapter from/to the device, notification of low-power charger pop-up. 

these adapter might be broken. I test it with 3rd adapter, so far the issue is not reproducible. 

So close it for now.
