[Samus] unplug power cable from Apple-C caused external monitor lost display for several seconds

Issue description

Google Chrome : 50.0.2661.57 (Official Build) beta (64-bit)
Platform : 7978.36.0 (Official Build) beta-channel

What steps will reproduce the problem?
(1) Sign in with hdmi external monitor + power cable connected on Apple-C 
(2) Unplug power cable from Apple-C adapter 
(3)

What is the expected output?
External monitor should keep the display without interruption 

What do you see instead?
External monitor turn black for several seconds 

Always 
- also notice external monitor does not come up if hotplug external monitor on Apple-C (sometimes)

The note about hotpluging hdmi cable is a different issue. I will file another bug against it. The 2nd feedback report is related with hotplugping issue.
