password manager setting new strings aren't seen even after launching Chrome with correct finch field trial flags

Issue description

Version:50.0.2661.57,  51.0.2693.2
OS: Windows 7,Mac

What steps will reproduce the problem?
(1) Launch Chrome using below flags :
    chrome.exe  --force-fieldtrials="PasswordManagerSettingsBehaviourChange/PasswordManagerSettingsBehaviourChange.Active"
(2) Sign-in to Chrome 
(3) login to Facebook, Linkedin and aol.com saved password to Google Smart lock when it prompted from omnibox bubble.
(4) Navigate to "Chrome://settings" --> Advanced settings --> Passwords and forms and observe


What is the expected output?
With Flag enabled we should see new strings "Offer to save passwords with Google Smart Lock for Passwords"

What do you see instead?
Instead of new string I still see old string "Offer to save your web passwords"

Note : in step 3 on Mac I didn't see the new bubble ""Do you want Google Smart Lock to save your password for this site" logged  issue#599217 .

Marking the bug as "Release-block-dev" since we are blocked on testing the feature for now.
As per UI review there should be no new strings in the settings, so only behavioral change should be tested, not appearance of new strings.
