Support Token Binding on EmbeddedTestServer

The EmbeddedTestServer should support Token Binding so that it can be used instead of SpawnedTestServer for Token Binding tests. There are now Token Binding tests that spin up two SpawnedTestServers, which isn't currently supported on android. Switching to EmbeddedTestServer should fix this.

Note: this will probably require a knob in BoringSSL to disable EMS. It's a little sad we'll have this API that no one but test code will ever want to use, but so it goes. It shouldn't be too hard to do.
