Make shortcuts customizable

Reported by lordoffa...@gmx.net, Mar 30 2016

Issue description

Hey,
I have a system-wide shortcut on Ubuntu Linux mapping CTRL+scroll wheel up and CTRL+scroll wheel down to custom actions. It worked fine in Chrome until today after installing 49.0.2623.110. Now both shortcut and custom action get executed resulting in webpages zooming in and out. It would be really nice to change or disable individual shortcuts.
With firefox it is possible via a plugin:
https://dottech.org/157597/how-to-change-default-firefox-hotkeys-keyboard-shortcuts-tip/
It is a very integral part of my development workflow.
First time in years I am considering switching back to ff. :-(

Is there any way of achieving this in Chrome?

Thanks!
Matthias
