Missing flow events between touch events and their acks

Issue description

When looking at touch events and their acks in the deep report from InputRouterImpl::ProcessInputEventAck, we found out that for some touchmove events, there are some flow events missing to connect from InputLatency::TouchMove to InputRouterImpl::ProcessInputEventAck. We will figure out how the flow events are added to tracing and why sometimes they do not show in the tracing.
