Figure out why ChannelProxy::Context::OnDispatchMessage takes so much time in traces

We're probably missing a few trace events that would explain what's actually going on in the time we're currently allocating to ChannelProxy::Context::OnDispatchMessage.

Thanks for filing the bug, I will put this on the todo list of touch latency deep report analysis next step, and work on this soon.
