[Regression]: Unnecessary Ok button is enabled on hitting space key in autofill settings page

Issue description

Version: 50.0.2661.57 beta
OS: Ubuntu 12.04,14.04,windows

What steps will reproduce the problem?
(1) Launch chrome >> Go to chrome://settings/autofillEditAddress
(2) Hit space key from keyboard and observe "Ok" button 

Expected: On hitting space key "ok" button should not be seen enabled
Actual: Instead unnecessary ok button is seen enabled and by default autofill data is seen with India as country name

This is a regression issue broken in M45.

Good Build: 45.0.2419.0 dev
Bad Build: 45.0.2421.0 dev
