Regression: Unnecessary spell checking is allow for multiple language.

Issue description

Chrome Version: 50.0.2661.57 (Official Build)31761a6af4781d5cfd8ab5673f485a256dd5fe12-refs/branch-heads/2661@{#425} 32/64-bit.
OS: All(Win 7-Aero enabled)

What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://settings/addLanguage'.
2. Select 'Hindi' language from 'Language' drop-down list and click on 'OK' button.
3. Check the check-box of 'Use this language for spell checking' for 'Hindi' language.
4. Select 'English (United States)' language and observe 'Use this language for spell checking' check-box.

Actual: 'Use this language for spell checking' check-box is checked for both languages (English and Hindi) 

Expected: 'Use this language for spell checking' check-box should be checked for any one language (English or Hindi)

This is a regression issue, broken in M-48 series, below is bisect info.

Good build: 48.0.2530.0 
Bad build: 48.0.2531.0

This is the new behavior of multi-lingual spellchecker. Working as expected.
