Unnecessary flickering of pop up is seen on ‘Orwell’ extension welcome page.

Issue descriptionChrome Version:50.0.2661.57 (Official Build) 31761a6af4781d5cfd8ab5673f485a256dd5fe12-refs/branch-heads/2661@{#425} (32/64-bit) OS: All(Win 7 Aero enabled) Test url: https://chrome.google.com/webstore/detail/orwell-app-writing-improv/bdbogcjghekklngmcnbnimmmocapfeej What steps will reproduce the problem? 1. Launch chrome and navigate to above url,click on ‘Add to chrome’ 2.‘Orwell’ extension welcome page opens and scrolldown the page (inner scrollbar) 3. Hover on ‘O’ alphabet and observe the popup. This is non regression issue,seen from 'M-31' series (Build version:31.0.1610.0)
