Audio doesn't play automatically on second tab

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/601.5.17 (KHTML, like Gecko) Version/9.1 Safari/601.5.17

Example URL:

Steps to reproduce the problem:
1. Set first tab with default page
2. Set second tab with page that autoplay audio (internet radio station)
3. Close browser
4. Open browser
5. Audio won't start to play until you click on second tab

What is the expected behavior?
It should start to play audio on second tab automatically.

What went wrong?
There's no audio until you click on second tab

Did this work before? Yes It works until Chrome 47. In Chrome 47 was a flag #enable-plugin-power-save. When you disabled that flag everything worked ok.

Is it a problem with Flash or HTML5? Both

Does this work in other browsers? Yes 

Chrome version: 48 and newer  Channel: n/a
OS Version: 7 and newer
Flash Version: Shockwave Flash 21.0 r0

From Chrome 48 I can't find solution to automatically play audio on second tab. We need that feature for our application (digital signage: www.pact24.eu). On first tab we show a slideshow, on second tab we play internet radio station. We need these tabs to work separate.

Re: #1 - yes. We do require the page be visible at least once before will allow autoplay of media.

For the specific usecase though, I am curious what blocks the media to be played back from the same tab different frame?
