Regression: Blue highlight appear chopped from bottom in cast overlay.

Issue descriptionChrome Version: 51.0.2694.1 (Official Build) canary (64-bit) d916c77d6610e3821101f1c7baf099f4982a1662-refs/branch-heads/2694@{#1} OS: Mac Pre-condition: Enable the 'Enable Media Router' flag from chrome://flags. Steps: 1. Launch chrome and navigate to a NTP. 2. Right click to open the context menu and select 'Cast' 3. Now click near the search icon and observe the blue highlight over the search text box. Actual: Blue highlight appear chopped from bottom. Expected: Blue highlight should be properly seen. This is a regression issue broken in M-51.
