bluetooth: Device with interchanging adv packets not showing in chooser

Issue descriptionDevice name: Nexus 5X From "Settings > About Chrome" Application version: 51.0.2690.0 OS: 6.0.1 I have firmware which broadcasts both Eddystone & normal advertisement frames, located here: https://github.com/janjongboom/codefest-ru/tree/master/lights/firmware. Build with yotta and flash on nrf51-dk. The device is seen by Physical Web UI instantly. However, when going to the web page then trying to pick the device very often the device is not shown. Sometimes clicking away the panel and re-clicking to search works, sometimes restarting Chrome Dev works, sometimes it takes a while and it shows up, but it's incredibly spotty. The device is seen fine by nrf master control panel, and I can always connect to it using that app.

I haven't tested it out but here is my theory: When the chooser is opened chrome will go through the list of devices and see if they match the filter. If Chrome goes through the list just when your device is advertising the Eddystone packet, then it will not add it to the chooser because the device has no name. If Chrome goes through the list just when you are advertising the name then it will add it to the chooser (if the name matches your filter.) This is similar to the What Devices to show in chooser? issue we discussed in the past.

So we need to keep watching for changes to devices after we've checked them for the chooser, and be able to add them later if new information comes in?

Yup that would work. I don't think BluetoothDeviceAndroid notifies of device changes yet.

I've tried https://github.com/janjongboom/codefest-ru/tree/master/lights/firmware on a NRF51 DK with latest chromium build for Android and it works perfectly fine: the device always shows up in the bluetooth chooser!
