User-agent override ignored on form submit that opens a new page

Issue description

User-agent override settings are ignored when a form submit is posted to a new window/tab.

RenderFrameImpl will normally carry over the user-agent override flag when opening in a new frame, but on a frame submit a different code path is used and the flag will not be carried over.

This only affects embedders that overrides the user-agent.

Adding mnaganov@ for triage.  Isn't the user-agent override flag mainly an Android thing?  (Is it also used on Linux or other desktop platforms on Chrome?  Sounds like it could be used by other content/ embedders.)  Not sure which components it belongs under.

Anyway, looks like the reporter has a CL available to fix it, if that's the right thing to do: https://codereview.chromium.org/1841403002/.
Yes, it is for embedders. I couldn't find the right component to add it under.
I think this ability was intended for "Request Desktop Site" feature in Chrome for Android.
