Horizontal scroll position is reset after app switch.

Issue description

Version: 49.0.2623.109 (Stable)
OS: iOS 9.3 (13E233), iPad Air 2

What steps will reproduce the problem?
(1) Open http://arstechnica.com/gaming/2016/03/the-ars-review-oculus-rift-expands-pc-gaming-past-the-monitors-edge/
(2) Double-tap to zoom, change the horizontal scroll position
(3) Switch to another app
(4) Go back to Chrome.

What is the expected output?

Horizontal scroll position is preserved.

What do you see instead?

Horizontal scroll position is reset to the "double-tap" one.


This is not specific to ars technica, observed on other websites (incl. the verge).
Safari has no issues with that.
