FeatureRequest: Add an option to hide DevTools while the device toolbar is open

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2689.0 Safari/537.36

Steps to reproduce the problem:
Sometimes I don't need DevTools but I do need the space DevTools takes up.

What is the expected behavior?

In the overflow menu you can undock the DevTools then minimize the new window. This will achieve what you want.

It is not feasible to "disable" DevTools entirely and keep Device Mode enabled, since they are tightly integrated together.

Forwarding in as a feature request in case the team can figure out another method to implement that will help with this.
