Match FireFox's Web Animations experimental implementation

Issue description

Chrome should implement a superset of Firefox's experimental Web Animations implementation.

Currently lacking interfaces are:
AnimationEffectTimingReadOnly
AnimationPlaybackEvent
DocumentTimeline
KeyframeEffectReadOnly

DocumentTimeline was added as part of  issue 624639 .

AnimationPlayerEvent has been implemented, but is in core/events/ instead of core/animation/ which is possibly why it was missed in the spreadsheet in #1. And at any rate, the name needs to be fixed.

The remaining two are ReadOnly versions of interfaces we do have, which would also come under the scope of  issue 624639 .

I'm going to dupe this bug against that one to consolidate.
