Make html help docs in depot_tools work correctly on windows again

Project Member Reported by iannu...@google.com, Mar 30 2016

Issue description

With the switch to 2.7.4 and the simplified (sane) distribution model, the awkward htmlalt patch/hack in our 1.9.5 version no longer works, but the need for it (`git help map-branches` should work on all platforms) still exists.

Either:
  * find a way to upstream the patch and use it
  * find a different way (maybe during the installation procedure for the git tools?) to facilitate this.

Achieve feature pairity with pre 2.7.4

XCopy the docs from depot_tools. It's pretty fast and doesn't require
reinventing the world right now. CIPD will be a better long-term strategy
anyway.
