Update+homogenize depot_tools setup instructions

  * Move instructions to a .md file in the repo itself (maybe README.md?)
  * Update zip bundle (and host it on googlestorage)
  * Clarify the correct use of msys
    * `git bash`, bin/bash.exe instead of usr/bin/bash.exe
    * no longer need to run gclient in cmd for things to work correctly
  * Add instructions to depot_tools on how to rev the git version

Add git rolling instructions directly to depot_tools.

Also switches the download url to the non-deprecated gs direct download URL, and
remove an ancient README.google that talked about software that's no longer
distributed.

Add depot_tools builder to infra waterfall.

This builder clones, packs, and zips depot_tools for the purpose of
updating the windows depot_tools.zip bootstrap, and it also uploads the
generated `man/html` documentation folder to the chrome-infra-docs
bucket.
