Don't see the first video frame with spitzer & webview

The video is white until you press play. Preloading doesn't work properly.

I've confirmed that we're decoding frames and the video frame compositor is calling Render. Two things seem different: there's no call to VFPCI::StartRendering() until you press play and there's no call to VFPCI::SetActiveLayer().
