Adding additional detail to crash dump uploads tags ChromeOS bugs w/ wrong OS

What steps will reproduce the problem?
(1) Enable crash uploads.
(2) Crash a tab.
(3) In the chrome://crashes tab, click to add additional details to the crash.

What is the expected output?

Expect that the OS: bit of the bug template is set to ChromeOS.

What do you see instead?

Instead the OS is Linux!  Lolz!

Issue is that we're using the POSIX implementation of base::SysInfo::GetOperatingSystemName(), which reports the OS as being "Linux". GOSN() seems to be used extensively throughout the codebase, so it's not immediately obvious whether it's safe to change it to report ChromeOS correctly, versus applying a band-aid at the crash template.
