ARM Unittests don't run on GCE Builders.

ARM Unittests always timeout, when run on a GCE builder.

These unittests run inside an emulator, and I'm told that in some environments it runs with degraded performance. GCE seems to be such an enironment, and the slowdown is enough to always cause ARM unittests to timeout during builds.

I think this can be reproduced with a tryjob like:

cbuildbot --remote --slaves cros-testing1-c2 daisy-paladin


(verifying that now)

I'm not sure what's different, but this is working now. It may be about throwing more cores at the problem.
