VMTests don't run on GCE Instance.

It would be really convenient to be able to run VMTests for both X86 and ARM boards on GCE builders.

ARM support assumes that we have ARM VMTests, which I'm told we may soon have.

This can be reproduced with a tryjob like:

cbuildbot --remote --slaves cros-testing2-c2  x86-alex-release

This is being pursued by the GCE team. We will take advantage of this as soon as it's viable, without needing this tracking bug.
