That would make deriving a range for bisecting easier. It would also be great to give an indication of failure frequency, i.e. 1 try run flakes per 1000 tryruns or similar.

Since this issue is blocking issue 545408 and I'm the only one working on flakiness pipeline, I'm assigning this to myself to keep track of it. This does not mean that I am planning to work on this any soon.
