Review disable_depth_texture driver bug workaround on Qualcomm GPUs

Issue description

There's a driver bug workaround disable_depth_texture enabled for Qualcomm GPUs that has no associated bug ID and looks pretty old. We should reevaluate it on recent GPUs and enable it there. See https://bugs.chromium.org/p/chromium/issues/detail?id=401645#c16 .

We are also running into an issue where if this bug workaround is enabled, we are getting flickering on canvas elements in some cases on Windows. Using --disable-gpu-driver-bug-workarounds solves it, but causes OSX issues. Is there any way to remove this specific workaround via a command-line flag (or otherwise)? I only see a way of enforcing workarounds via gpu-driver-bug-workarounds, but this seems to cause more problems...
#4 please provide about:gpu from your machine and a test case showing the flickering.
