Improve messaging when multiple sign-in is disabled due to SSL inspection |

Issue descriptionIssue: When SSL inspection is enabled, multiple sign-in is disabled with unclear messaging. There's either an error stating that it's due to a policy set by the admin (which is confusing if the actual multiple sign-in profile policy itself is set to allow it) or no error at all; just no option to add the other user. Request: Make it more clear that the feature is disabled because of this and not because of policy misconfiguration or some other reason.
