Very poor Video playback performance from SD card or USB drive under 49.0.2623.95

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 7834.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.95 Safari/537.36
Platform: 7834.60.0 (Official Build) stable-channel panther

Example URL:

Steps to reproduce the problem:
1. play back m4v video from SD card or USB drive
2. Playback is seriously delayed--up to a minute and then is choppy 

What is the expected behavior?
Under the previous versions of ChromeOS, video playback from both SD cards and USB drives was smooth and playback began almost instantly once opening the file.

What went wrong?
Update to 49.0.2623.95

Did this work before? Yes versions before 49.0.2623.95

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

OS Version: 7834.60.0

the issue is in CrOS video player instead of chrome browser.

dherren@ Can you confirm a few things:

- Can you copy that file to Downloads and try playing the file with:
   - Video Player app.
   - By opening a Chrome instance and dragging the file there.

- Can you try playing another kind of file, e.g: mp4.
