What steps will reproduce the problem?
1. Launch chrome and navigate to http://www.csb.co.in/
2. Zoom out the page to 25% and observe.

Actual:page appears weird after zoom out.
Expected:page should appear proper after zoom out.

This is a Non Regression issue broken in M-31(i.e 31.0.1600.0)
