Add host map support to headless API

Issue description

We should add support for setting host maps (i.e., --host-rules) to the headless API. This would let clients make sure no network requests (e.g., DNS prefetches) bypass the proxy.

Adding Protector team to follow this and make sure that this is not a new mechanism by which unwanted software forwards traffic to their own servers. I don't know whether this would be a new intrusion vector.
Just for clarity, this feature wouldn't be shipped as a part of Chrome. It would be only exposed in a headless build. See  bug 546953  for details.
