Regression: Unnecessary notification bubble of ‘MightyText’ stay for long time evenafter click on it.

Issue description

Chrome Version:51.0.2693.2 Revision 255cb9d4b581ae3eb9a5b582175bc18c7997a741-refs/branch-heads/2693@{#2}(32/64 bit)
OS: Mac, Windows

Test url: https://chrome.google.com/webstore/detail/mightytext-sms-from-pc-te/dkfhfaphfkopdgpbfkebjfcblcafcmpi/related?hl=en

What steps will reproduce the problem?
1. Launch chrome and navigate to above url 
2. Click on ‘Add to chrome’ and let the notification bubble appears 
3. Click on the notification bubble (multiple times) and observe.

Actual: Unnecessary notification bubble of ‘MightyText’ stay for long time evenafter click on it and multiple ‘Sign in’ page gets open after step 3.
Expected: Notification bubble should disappears after first click on it and single ‘sign in’ page should get opened after step 3.

This is regression issue,broken in ‘M 47’ and below is narrow bisect:

Thank you for the report!

Their chrome.notifications.onClicked listener creates a new tab, but doesn't actually close the notification (in this case the "user_not_logged_in" notification in //scripts/notifications.js).

Previously this would cause notifications to dismiss to the notification center (where it would remain available), but since we removed the notification center from the non-Chrome OS platforms in M47 they now stay on screen.

The developer should close the notification when it no longer is needed. This is WAI from our side.
